In a groundbreaking moment for Barangay Cupang, Punong Barangay Luvi Constantino made history as the first female Barangay Chairperson. In an exclusive interview with Avietho Digital’s “Transparency Talk,” she shared her journey into public service, her motivations, and the milestones achieved under her leadership.
Kapitana Luvi comes from a family steeped in public service, and growing up with a politician parent gave her a deep sense of commitment to the community. “I’ve met people from all walks of life, and each encounter fueled my passion for public service,” she shared during the interview. It was no surprise when she took up the mantle of leadership, first as a City Councilor, and later as Punong Barangay of Cupang.
When Kapitana Luvi chose to step down as City Councilor to become Punong Barangay of Cupang, it may not be a usual scene in a political landscape but for her, it was a natural transition, one that allowed her to focus on the heart of the community. “Hindi po ako mapapagod na magserbisyo sainyo bilang Punong Barangay,” she vowed, a promise of tireless dedication. “And I will do my very best na lalo pang sipagan at paglingkuran kayong lahat kasama ang lahat ng employees dito sa barangay.” This heartfelt assurance reflects her deep sense of responsibility and her determination to uplift Barangay Cupang through hands-on leadership.
One of the hallmarks of her public service is her approachability, a trait she inherited from her father. Known as “Ms. Instant Request” during her time as City Councilor, Kapitana Luvi continues to respond promptly to the needs of Barangay Cupang. From distributing Jetmatic Pumps, offering financial assistance, and providing free circumcision, her leadership has brought concrete benefits to the community.
As Punong Barangay, Kapitana Luvi made history by creating the “I Love Cupang” landmark and organizing the first-ever Giant Christmas Tree lighting. “It may seem like a small thing, but for the people of Cupang, it was the first time they experienced such a celebration,” she reflected. “And it happened under the first female Punong Barangay.”
Her leadership continues to leave a lasting impact on Barangay Cupang, from essential services to community-building initiatives — “Gusto ko pong ipakita sa inyong lahat at iparamdam kung ano ako bilang Ina ng Barangay Cupang, nandito lang po ako palagi para sa inyo,” she said. Her role as a leader is deeply tied to her desire to be present for her constituents, just like a mother to her household. “Naniniwala po kasi ako na kagaya po ng isang ina sa isang tahanan, kinakailangan na laging present ang ilaw ng tahanan, otherwise magdidilim ang tahanan.”
Looking ahead, she vows to continue her service with the same energy and commitment. “Ang maiooffer ko pa po sa inyo sa mga susunod na taon ay ang aking buong pusong public service 24/7. Kaya pong mga ka-barangay ko dito sa Cupang ang dahilan kung bakit ako nandito ngayon. I want each and everyone of you to remember that I chose this path because I love you all and I love Cupang.”
Kapitana Luvi Constantino’s leadership has not only shattered barriers as the first female Barangay Chairperson of Cupang, but it has also redefined the role of a true public servant. Her tenure goes beyond mere titles; it is rooted in genuine care, empathy, and an unwavering commitment to her people. Under her watch, she has cultivated an environment of inclusivity and progress, ensuring that every resident of Barangay Cupang feels heard, valued, and supported.
From initiating community programs that address basic needs to organizing events that foster unity and pride, Kapitana Luvi has set a new standard for leadership. Her hands-on approach, often described as “leadership by example,” inspires her team and the community alike. Whether it is through providing essential services or simply being present at community gatherings, her visible dedication reassures the people that their well-being is always her priority.
More than just a leader, Kapitana Luvi embodies the role of “Ina ng Barangay” — a mother to her community. Her legacy goes beyond policies and projects; it is about the relationships she has built and the lives she continues to impact through her unwavering service.
