Constantino delivered her State of the Barangay Address (SOBA) for the second semester of CY 2025-2026 at the Cupang Covered Court—outlining key achievements and a forward-looking agenda anchored on the theme: “Nagkakaisang Barangay Tungo sa Kalinisan, Kaayusan, Kapayapaan at Kaunlaran.”
Highlighting seven priority sectors, her address reflected a comprehensive approach to governance, balancing accountability, social services, and community empowerment—all while reinforcing the vision of a progressive and resilient Barangay Cupang.
Leading with Transparency
Kapitana Luvi underscored her administration’s unwavering commitment to transparency, ensuring that every peso of public funds is properly allocated, documented, and audited.
“Gaano man kalaki o kaliit ang budget ng isang barangay, hindi po maaaring gastusin ito nang basta-basta lamang, dahil may mandato ang batas na mga porsyento or percentage kung hanggang saan lamang p’wedeng gamitin ang budget.”
This commitment is evident in the barangay’s consistent compliance with auditing standards, full documentation of transactions, and proactive financial reporting.
“Ang lahat po ng financial transactions gamit ang pondo ng barangay ay properly documented and reflected in our financial records at ang lahat ng ito ay dumadaan sa masusing post-auditing mula sa COA.”
Empowering the Next Generation of Leaders
Youth development remains a cornerstone of Barangay Cupang’s governance. Recognizing the youth as key partners in nation-building, Kapitana Constantino has ensured that young leaders are not just supported—they are also trusted.
She highlighted the barangay’s consistent release of Sangguniang Kabataan (SK) funds: “I am very confident to say that we have religiously and faithfully complied with the mandate of the law, pertaining to the Automatic Release of the SK Funds to the SK.”
By granting autonomy, she also ensured the timely release of funds to the SK, granting them autonomy in implementing programs under their Annual Barangay Youth Investment Program (ABYIP).
She further underscored a track record of consistency: “Simula po noong ako ay magsimulang maging Kapitan, hanggang sa mga panahong ito, kahit minsan ay hindi po nangyari na ma-late or ma-delay ang pag-release at paglipat natin ng pondo para sa Sangguniang Kabataan.”
Social Issues with Proactive Solutions
Under her administration, Barangay Cupang has taken a proactive stance on critical social issues—ranging from illegal drugs, to juvenile delinquency, to violence against women and children.
Through strengthened programs under the Barangay Council for the Protection of Children (BCPC) and 24/7 response desks such as the Child Desk/Makabata Desk and VAW Desk, the barangay ensures that vulnerable sectors are protected at all times.
“Alam nating lahat na may batas na pinaiiral para sa mga bata. Pero bilang tayo ay mga magulang, hindi natin dapat sinusukuan ang ating mga anak at hindi tayo dapat mapagod,” she remarked, underscoring the role of parents as a mother herself and of Barangay Cupang.
From mental health awareness to child-focused and women-centered programs, Barangay Cupang reflects a leadership that prioritizes both prevention and care among the constituents.
Peace, Order, and Safety in Action
In terms of the safety of every individual in Cupang, Kapitana Luvi has reinforced peace and order through visible, consistent, and coordinated action.
Her administration strengthened grassroots conflict resolution through the Lupong Tagapamayapa. Regular road clearing operations, traffic management, and active barangay police deployment also ensure safety in key areas, especially during peak hours and community events.
Complementing these efforts is a well-equipped emergency response system—with trained personnel, CCTV monitoring, and coordinated disaster response units working to protect residents at all times.
Livelihood and Inclusive Growth
Economic empowerment remains a priority under Kapitana Luvi’s leadership. Through job facilitation programs, support for first-time jobseekers, and improved data-driven planning, Barangay Cupang is strengthening opportunities for its residents.
By investing in accurate profiling and community partnerships, she ensures that programs are not only available, but relevant and accessible.
Clean, Green, and Healthy Community
Kapitana Constantino proudly stated that environmental protection under her watch is both measurable and sustained. Through the BARKADA program, the barangay has mobilized continuous clean-up drives, waste management initiatives, and canal rehabilitation efforts.
At the same time, health remains a priority—through active programs of the Barangay Nutrition Committee and the tireless work of BHERT and BDRRMO frontliners.
Programs that Protect, Prepare, and Respond
Kapitana Constantino also highlighted strengthened disaster preparedness and response systems.
Through initiatives such as, Ligtas at Handa Program, Earthquake and fire drills, Search and rescue operations, and Dengue control and health interventions, the barangay has built a culture of readiness, which ensures that every resident is safer in times of crisis.
From ordinances and executive measures to infrastructure projects such as drainage improvements, solar lighting, and CCTV installations, it is without a doubt that Kapitana Constantino’s leadership continues to elevate both safety and quality of life.

As Kapitana Constantino shared:
“Sa tulong-tulong na paggalaw ng may disiplina at pagkakaisa, sa bawat hakbang ng pag-unlad ng ating minamahal na Barangay Cupang, hindi lamang mga programa at proyekto ang ating nakikita at nagagawa, kundi ang mga pangarap na unti-unting nagiging reyalidad.”

“Ang bawat award na ating natanggap ay hindi lamang basta trophy or title, kundi simbolo ng tiwala, pagkilala at patunay na ang Barangay Cupang ay patuloy na nagsisilbing huwaran ng maayos na paglilingkod at ng sama-samang pagsisikap.”
Beyond programs, policies, and awards, Kapitana Constantino revealed the personal weight of leadership: “Hindi madali ang maging Kapitana. May mga gabing napapa-isip ako kung sapat pa ba ang aking ginagawa, kung nakikita ang aking mga pagsisikap. Ngunit, sa bawat sandaling iyon, bumabalik ako sa tanong, “Paano na lamang kung ako ay sumuko?”
Yet despite these challenges, she remains steadfast: “Kaya sa kabila ng pagod, pinipili ko pa ring bumangon araw-araw. Patuloy na ginagampanan ang aking tungkulin bilang Ina ng Barangay Cupang.”
Her message culminates in a firm commitment:
“Tandaan po ninyong lahat, habang ako ang inyong Kapitana ng Barangay Cupang, hindi ako titigil, hindi ako uurong.”
As Barangay Cupang continues to gain recognition for excellence in governance, disaster response, environmental programs, and child-friendly initiatives, Kapitana Constantino calls on every resident to remain united.
“My strength comes from all of you, sa tiwala ninyo, sa pag-asa ninyo, at sa paniniwala na kaya nating sabay-sabay itaguyod ang isang barangay na hindi lamang maunlad, kundi ligtas, masaya, payapa, nagkakaisa at higit sa lahat, nagmamahalan.”
